Between 1992 and 1998, numerous community meetings and planning committee meetings were held to determine how the community wanted to respond to the uncertainties represented by the closure of the lumber mill, which was the major employer in the town.

After donation of the 135 acre mill site in 1997 to the CDC, professional planners were hired by the CDC to work with the community to develop a Master Plan for the redevelopment of the Mill Site. To insure community participation the entire community was invited to several hands on design workshops with the professional planners and an economic development consultant as the plan was created.

The result, adopted formally in October of 1998 became known as the North Fork Mill Site Reuse Master Plan. The Plan provides a clear map for site development and diversification of the town's economic base. The Master Plan reflects the community's desire that 60% of the developable land be used for some type of light industry, 30% for a recreational vehicle park and Visitor Center, and 10% for community serving uses such as a traditional Native American gathering area, picnic areas, hiking and biking trails, a ball field, and a youth center. Some open spaces will be undeveloped, especially in riparian areas, where nature trails can enhance the mountain experience.

The North Fork Mill Site Reuse Master Plan remains the guideline of the project though conditions have mandated adapting the plan to the realities of the development process.
