In February of 1999, through a collaborative effort with Madera County, a Planning/Technical grant from the CDBG program was received to do engineering planning on infrastructure and to do the initial study for an Environmental Impact Report (EIR), which was required as part of the Mill Site Reuse Master Plan.
The Environmental Protection Agency (EPA) was brought in to conduct three different phases of testing over two years to locate hazardous materials and recommend remediation alternatives. Approximately 270 drums of containerized waste scattered around the property were removed the California EPA. A separate grant was received to do testing for asbestos on all mill site buildings.
